- Approval of Minutes: January 5, 2026, meeting minutes: Approved motion Commissioner Rager / seconded by Commissioner Chernisky
- Review of requested financials: (See attachment)
- Discussion:
- Commissioner Chernisky asks what is included in “total assets.”
- Tracy Selak informs board members that the “total assets” include anything with HealthChoices money for Reinvestment, standard operations, and funds to Magellan.
- Commissioner Rager asks if Bedford / Somerset counties will be utilizing Cambria County HealthChoices funds. Tracy Selak responded that they will not be utilizing Cambria funds, although some providers in Bedford/Somerset do provide services to Cambria County residents. Magellan dollars are county-specific and are not shared.
- Discussion:
- Reinvestment Committee Meeting: Ad hoc: No current meetings planned. No current plans for 2026, only active plans are ongoing.
- Cambria County HealthChoices (CCHC):
- Personnel: T. Selak, Executive Director, confirmation of continuing in the position and compensation. Discussion:
- Tracy Selak informed the board that she was in contact with Lawrence Tabas, Esq., and he stated that there is no need to advertise her position as CCHC’s Executive Director.
- Tracy Selak’s healthcare will continue with the county when she retires from her position as Cambria County Behavioral Health and Developmental Supports Administrator.
- Lawrence Tabis, Esq., reached out to Ron Repak county solicitor to confirm that nothing needs done regarding Tracy Selak Retiring from Ca. Co. BHDS as she is already named and serving as the Executive Director of Cambria Co. HealthChoices.
- Determination of salary for Tracy Selak to be discussed in executive session.
- Approve to move to executive session to discuss Tracy Selak’s salary as CCHC Executive Director. Motion approved by Commissioner Chernisky / seconded by Commissioner Rager at 11:09

- Damages/impact
- Currently, CCHC staff are working with no facilities (restroom, sink, kitchen, etc.)
- The lock has been changed on one of the two lobby restrooms to accommodate CCHC staff and staff members with health issues. This is only in effect until restorations are completed.
- The lock change caused consternation with Attorney Pappas and his staff and has since been resolved.
- Attorney Pappas did reach out to Commissioner Hunt regarding the restroom situation. Since then, a key was provided for his secretary, Jen.
- It has been noted that there is an issue with the other restroom door lock not working properly. Tracy Selak will reach out to Jim Sabella again to remind him that it needs to be changed/repaired.
- Damage to the CCHC office has impacted trainings. Reba has been working on relocating trainings to other venues or moving them to a virtual format. In some cases, this is costing CCHC additional money to rent other venues.
- Per Commissioner Hunt, as of today, no bids have been issued on construction.

- Magellan Behavioral Health (MBH) Updates: Tracy Shultz
- Suicide Prevention
- 28 suicides occurred in Cambria County in 2025
- A record number of suicide prevention trainings took place in 2025, with 2512 people trained, and an additional 98 thus far for 2026.
- Currently, a performance measure around suicide prevention includes firearms and gunlock safety. A CALM training (Counseling on Access to Lethal Means), organized by CCHC, is scheduled for October 21, 2026.

- Motion to award Tracy Selak as agreed upon, at a yearly rate of $74,000 beginning March 30, 2026. Approved motion by Commissioner Hunt / seconded by Commissioner Rager
