Attendees: Commissioner Scott Hunt, Commissioner Keith Rager, Commissioner Keith Rager, Tracy Selak, Rebecca Valle, Tracy Shultz, Kate Porter, Fred Oliveros, Missy Raho

  • Approval of Minutes: May 4, 2026, meeting minutes: Approved motion by Commissioner Keith Rager / seconded by Commissioner Scott Hunt
  • Review of requested financials: (See attachment)
    • Copy of Final Audit Wessel for CY 2025 
      • No significant findings
      • Internal process changes were made/review of payroll 
  • Reinvestment Committee Meeting: Ad hoc:
    • No meetings have taken place
    • No new plans due to no reinvestment to spend at this time
    • A request to transfer $254,336 from admin dollars to Risk and Contingency.  Waiting for the state to approve.
    • In 2025, the medical cost was over $1.4 million.  Magellan covered the cost.
    • Silver Linings is the most expensive provider of IBHS services.
    • FAVOR drew down the last of their funds.  Currently able to sustain on their own.
  • Cambria County HealthChoices (CCHC):
    • Damages/impact 
      • Joe suggested that CCHC use admin dollars to pay for repairs.  Tracy reached out to Melissa Kestermont, and because it is an insurance claim, CCHC is unable to move forward with the repairs.
    • Room Reservation Utilization
      • Facing challenges due to damages
      • CCHC will no longer move or allow others to move tables and chairs from the academic center to the conference room and vice versa.  Rooms are to be kept “as is” and cleaned up after each meeting by the host of the meeting
  • Contracts
    • The Women’s Help Center
      • Continuing reinvestment beyond December 2026.  Draw down by July 2027.  Motion to grant for continuation of spending reinvestment for new shelter from December 2026 to July 2027 approved by Commissioner Keith Rager / seconded by Commissioner Tom Chernisky
    • General Cleaning Services
      • CCHC received a quote of $400 a month for General Cleaning Service to clean office 1 day per week 
      • CCHC requests to move forward with General Cleaning Service for 6 months
      • Commissioners requesting CCHC receive 2 more bids/quotes
      • Commissioners are requesting that Tracy reach out to Amy Glesner, County HR Director, regarding County’s plan to seek bids for housekeeping services.  Cleaning of CCHC offices can be incorporated into that contract.
      • Approval to proceed with General Cleaning Services if neither of the other two quotes is comparable to GCS or if CCHC cannot obtain two quotes. This will be ratified at the next meeting.
    • Pittbull IT- 
      Commissioners asked if three bids were secured.  Presented to them concerns with need for 24/7, after-hours support that is currently not an option with InShore.  We have previously had InterTech and had frequent issues with repeated visits for the same issue with no resolution to the problem .
    • CAMS Care
      • Moving forward with CAMS Care.  A performance incentive with Magellan
      • CAMS Care is a suicide assessment and screening training for counselors and therapists to learn how to talk with kids about suicide.
      • There are currently 47 therapists enrolled to be trained
  • Magellan Behavioral Health (MBH) Updates: Tracy Shultz
    • Recovery in the Valley (10th Annual), September 27th at Sergent Stadium
    • My Ascension event (for Cambria County Schools), September 23rd, 1st Summit Arena starting at 10:00 a.m.   Requesting that the commissioners attend. 
      • Approximately 1200 participants are currently attending
      • Schools who have not yet registered: Central Cambria, Westmont, Glendale, Blacklick Valley, and Greater Johnstown (Avenian Club only).  Commissioners to help with outreach to these schools
      • Conemaugh Twp. and Windber were also invited to attend. 
      • Commissioner Rager requested that after all Cambria County schools that can attend are registered, any remaining seats be offered to other outlying schools.
      • REACH Counselors will be viewing the film prior to the event
      • A total of 3000 participants can be accommodated 
      • Swag bags will be distributed to all attending students. Each bag will include resources and silicone bracelets that feature the Cambria County Crisis Line and 988.
  • Community Town Hall on Access to Lethal Means, a suicide prevention discussion to educate gun owners on gun locks/safety measures, was held at Hiram G. Andrews on June 8th and St. Francis on June 9.  
  • Resource Guide
    • A 35-page resource guide was developed to include resources on Mental Health, D&A, and all types of services across all agencies 
  • 2026 CCHC Trainings: All training courses will be held off-site or via Zoom until the Cambria County Academic Center is restored.  More information can be found on our FB page and/or website www.cchealthchoices.org

    • Understanding, Recognizing, and Responding to Human Trafficking, September 24th, 9-4, Tessa Boyles (Victim Services, Inc.)
    • CALM (Counseling on Access to Lethal Means); October 21st, 9-12, Leah Hmel (Zoom)
    • Motivational Interviewing Train the Trainer; November 3, 4, 5, 9-4, B. Orr (Zoom)
    • Helping Professionals and Awareness of Threat Groups; November 13, 9-4, Bruce Schaeffer (The Willow)
  • Executive Session: Executive Session began at 11:56 a.m.
